Manage Flexible Constraints for SAP PP/DS

Plan Transparently. Control Production Consumption. Adapt to Change.

Introduction

Effective production planning requires more than balancing supply and demand. Planners also need transparency, control over production and procurement quantities, and the flexibility to adapt plans to changing business requirements.

Previously planners did not have complete visibility of all the key information such as KPIs, alerts etc. across different phases of planning such as tactical planning (SAP Integrated Business Planning) and operational planning (Production Planning and Detailed Scheduling for SAP S/4HANA). Without a consistent way to communicate planning limits and targets, decisions made in one system may be overwritten or not fully respected in another.

Flexible Constraints in SAP PP/DS address this challenge by allowing planners to define supply-related targets and limits that are considered during production planning.

Introduced with SAP S/4HANA OP2023 FPS2, this functionality has been further enhanced and optimized in subsequent releases, including OP2025 FPS2. These enhancements provide additional capabilities for managing constraints, handling large volumes of data, and controlling how constraints influence planning decisions.

In this post, we will explore the main concepts behind Flexible Constraints, their configuration and management in the Fiori application, and the key enhancements introduced in SAP S/4HANA OP2025 FPS1.

1. What Are Flexible Constraints?

Flexible Constraints are supply-related limits and targets considered during planning in SAP PP/DS. They help planners control how much supply should be planned for a specific product and location or for a particular source of supply.

Flexible Constraints support two main planning scenarios:

  • Integration with an external planning system: Flexible Constraints defined in an external planning system can be integrated into PP/DS using an OData service or a remote-enabled function module.
  • Local maintenance in SAP S/4HANA: Flexible Constraints can also be created and maintained directly in SAP S/4HANA PP/DS.

This approach helps ensure that prebuild and post-build decisions made by planners are reflected in operational planning and remain consistent across planning systems.

2. Main Types and Principles

Flexible Constraints define the desired or permitted supply quantities for a given planning period. Three types of quantity semantics are available:

  • Target Supply (soft constraint): Defines the desired supply quantity.
  • Minimum Supply (hard constraint): Defines the minimum supply quantity to be considered during planning.
  • Maximum Supply (hard constraint): Defines the maximum supply quantity to be considered during planning.

These values help planners communicate their supply expectations while distinguishing between preferred quantities and mandatory planning limits.

2.1. Recurrence and Time Buckets

Flexible Constraints can be maintained for different recurring time intervals:

  • Daily
  • Weekly
  • Monthly
  • Quarterly
  • Yearly
  • Custom, for example, biweekly

The selected recurrence determines the time buckets for which the constraints apply.

2.2. Granularity Levels

Granularity determines how specifically a Flexible Constraint applies. SAP PP/DS supports two main levels:

LOCPRD — Location Product

The constraint applies to a product at a specific location, independently of the individual source of supply.

LOCPRDSOS — Location Product Source of Supply

The constraint applies to a specific product, location, and source of supply.

LOCPRDSOS can be further divided into internal and external sources of supply.

LOCPRDSOS Internal

An internal source of supply represents in-house production based on the Production Data Structure (PDS). The relevant production source is determined using the material’s MRP 3 settings, including the production version.

LOCPRDSOS External

An external source of supply represents external procurement and is based on the material’s procurement settings and the relevant source of supply.

The supported external source-of-supply categories include:

  • Info Record
  • Scheduling Agreement
  • Subcontracting
  • Stock Transfer

The choice between LOCPRD and LOCPRDSOS depends on the level of control required. LOCPRD provides an overall supply target or limit for a product at a location, whereas LOCPRDSOS enables more detailed control over individual supply sources.

2.3. Planning Versions

Flexible Constraints can be used with either the active planning version (000) or an inactive planning version.

Using the active planning version supports operational planning, while an inactive planning version allows planners to simulate alternative scenarios and evaluate their impact without directly changing the active plan.

3. How Are Flexible Constraints Used in Planning?

Flexible Constraints are consumed during production planning through the SAP_PP_FLXC heuristic, which is built on top of the Standard Lots Heuristic.

The heuristic considers the relevant Flexible Constraints during its planning run, helping align planned supply with the defined minimum, target, and maximum quantities.

From SAP S/4HANA OP2025 FPS1 onward, priority and penalty settings provide additional ways to influence how Flexible Constraints are considered during planning.

4. Manage Flexible Constraints for PP/DS — Fiori App F7726

The SAP Fiori application F7726 — Manage Flexible Constraints for PP/DS provides a central interface for creating, updating, copying, deleting, and processing Flexible Constraints.

Let’s look at the main functions available in the application.

4.1. Creation

Flexible Constraints Group IDs are created from the list page of the Manage Flexible Constraints for PP/DS application by selecting Create.

The application validates overlapping periods. Flexible Constraints cannot be created for the same location-product scope for an overlapping time period. If an overlap is detected, a validation error is displayed, and the new FLXC Group ID is not created.

4.2. Update

Existing Flexible Constraints can be edited, provided the following value relationship is maintained:

4.png

Minimum FLXC ≤ Target FLXC ≤ Maximum FLXC

Two different meanings can be represented by a value of zero:

  • Zero with a unit of measure (UoM): The constraint is explicitly maintained with a value of zero.
  • Zero without a UoM: The constraint value is not maintained.

This distinction is important when interpreting and updating constraint data.

The active or inactive status is maintained at the individual bucket level. Active buckets participate in planning, while inactive buckets are excluded. If necessary, a bucket can be deactivated in Edit mode.

4.3. Copy

The application provides three options for copying Flexible Constraints from the list page. These options allow planners to reuse existing planning logic while adapting the constraints to different products or locations.

Copy from Template

The constraint is copied on a one-to-one basis to another target product location. During copying, the planning version, priority, and period can be changed.

Absolute values

Minimum, Target, and Maximum values can be entered directly for the target product location.

Relative to Template

Minimum, Target, and Maximum values for the target product location can be maintained as percentages of the corresponding values from the source product location.

4.4. Deletion

Deletion functionality for Flexible Constraints was introduced with SAP S/4HANA OP2025 FPS1.

The application provides several deletion options, depending on the object and the data to be removed.

Delete from the List Page

Past and inactive FLXC Group IDs can be deleted from the list page using the Delete button.

Delete from the Object Page

An inactive FLXC Group ID can be deleted from its object page using the Delete button.

Delete All Inactive and Past Constraints

Within an FLXC Group ID, inactive or past buckets can be removed using the dedicated Delete All Inactive and Past Constraints button on the object page.

These options help maintain clean and manageable Flexible Constraints data.

5. Managing Large Volumes of Flexible Constraints

When Flexible Constraints need to be maintained for many products, locations, or sources of supply, manual processing can become inefficient.

The Manage Flexible Constraints for PP/DS application provides Excel-based functions to simplify mass creation, download, and update activities.

5.1. Get Template

Select Get Template on the list page to download the Excel template.

The workbook includes an additional page with instructions for preparing Flexible Constraints data.

5.2. Create from Excel

After entering the required data into the Excel template, upload the file using Create from Excel.

Both LOCPRD and LOCPRDSOS records can be created through this function. For large volumes of data, processing takes place in the background, resulting in the creation of new FLXC Group IDs.

If the uploaded file contains incorrect data or overlaps with existing records, the system displays validation errors to indicate where corrections are required.

5.3. Download in Excel

To export existing Flexible Constraints, select the required Group IDs on the list page and choose Download in Excel. The resulting workbook is downloaded to the local computer.

Starting with SAP S/4HANA OP2025 FPS1, the download functionality provides two enhanced Excel files containing the main Flexible Constraints parameters, together with an additional Excel file containing priority and penalty attributes.

5.4. Update from Excel

Existing Flexible Constraints data can be updated in the downloaded Excel files, subject to the applicable Flexible Constraints logic and validations.

After making the required changes, upload the relevant file using Update from Excel.

These Excel-based capabilities make it easier to manage large datasets while retaining system validation of the uploaded information.

6. Priority — An Enhancement Introduced in OP2025 FPS1

Starting with SAP S/4HANA OP2025 FPS1, each Flexible Constraints Group ID includes a Priority section.

Priorities range from A to O:

  • A: Highest priority
  • O: Lowest priority

A newly created FLXC Group ID is assigned priority A by default.

Priority can be maintained when creating an FLXC Group ID or updated later using the Edit function.

How Does Priority Influence Planning?

Priority settings are used by the SAP_PP_FLXC heuristic during planning.

By default, the heuristic considers the highest priority, A. However, planners can select another priority from the available list.

During a heuristic run, the selected priority and all higher priorities are considered by the Flexible Constraints planning logic. Constraints outside the considered priority range are ignored by the heuristic.

This functionality provides additional control over which Flexible Constraints influence a particular planning run.

7. Penalty — An Enhancement Introduced in OP2025 FPS1

Another enhancement introduced with SAP S/4HANA OP2025 FPS1 is the Penalty section.

Penalty settings can be maintained when creating or updating Flexible Constraints. This section is optional and can be left blank.

The object page of an FLXC Group ID provides the following penalty types and indicators.

7.1. Available Penalty Types

Below Minimum Supply

  • Penalty value: Free-value input field
  • Minimum Supply Penalty Indicator: Active or Inactive

Deviating Target Supply

  • Penalty value: Free-value input field
  • Target Supply Penalty Indicator:
    • Active Below and Exceeding Target Supply
    • Active Below Target Supply
    • Active Exceeding Target Supply
    • Inactive

Above Maximum Supply

  • Penalty value: Free-value input field
  • Maximum Supply Penalty Indicator: Active or Inactive

These settings allow planners to maintain penalty-related parameters for deviations from the defined supply limits and target quantities.

Together with priorities, penalty attributes extend the options available for controlling how Flexible Constraints are used in planning.

8. Flexible Constraints Logic: Important Considerations

When working with Flexible Constraints, it is important to understand how overlap validation and the relationships between LOCPRD and LOCPRDSOS records are handled.

8.1. Overlap Validation

The system prevents the creation of overlapping Flexible Constraints for the same location-product scope (LOCPRD) during the same time period.

This validation helps avoid conflicting constraints for the same product and location.

8.2. Combining LOCPRD and LOCPRDSOS Constraints

LOCPRD and multiple LOCPRDSOS records can be created for the same product location and time bucket, provided the applicable value logic is respected.

The following rules are important:

  • Minimum Supply: The sum of the LOCPRDSOS minimum values can exceed the LOCPRD minimum value.
  • Target Supply: A validation error is displayed when the sum of all LOCPRDSOS target values exceeds the LOCPRD target value.
  • Maximum Supply: A validation error is displayed when the sum of all LOCPRDSOS maximum values exceeds the LOCPRD target value.

These rules should be considered when designing Flexible Constraints for scenarios involving multiple sources of supply.

Understanding the relationship between product-location constraints and source-of-supply constraints is essential for avoiding validation errors and maintaining consistent planning logic.

Conclusion

Flexible Constraints provide SAP PP/DS planners with a structured way to manage supply-related targets and limits across products, locations, sources of supply, and planning periods.

By supporting integration with external planning systems as well as local maintenance in SAP S/4HANA, they help improve transparency and consistency between tactical and operational planning. The Manage Flexible Constraints for PP/DS Fiori application further simplifies day-to-day maintenance through creation, editing, copying, deletion, and Excel-based mass processing.

The enhancements introduced in SAP S/4HANA OP2025 FPS1, particularly priority and penalty settings, extend the possibilities for controlling how constraints influence planning decisions.

For organizations managing complex production and procurement scenarios, Flexible Constraints can be an important tool for translating planning targets into operational supply decisions while supporting simulation, prioritization, and more controlled production planning.
