A Mage Tank build is pretty easy to make in The Elder Scrolls IV: Oblivion Remastered while also being very versatile.
This is, technically, just a bulkier variant of a normal spellsword build. The main focus is to have extremely high defenses from good armor combined with utility spells that help bolster your defenses. Things like buffing yourself and summoning minions, for example. All while you can continue to cast your own offensive spells!

Mage Tank Build Guide | The Elder Scrolls IV: Oblivion Remastered
First things first, let’s go over what to pick during character creation:
Race – Breton is by far the best for a tanky mage build. You naturally get +50 Magicka and 50% Magic Resistance, which is ideal.
Specialization – Magic.
Favored Attributes – Intelligence and Willpower. You’ll want to focus on Strength, Intelligence, Willpower, and Endurance when leveling.
Major Skills – Alteration, Blade, Heavy Armor, Athletics, Conjuration, Restoration, Destruction.
Birthsign – There are two main choices we recommend here:
The Lord – Gives you +15 Armor Rating and +15% Magic Resist. There’s nothing better if you want a focus on tanking!
Atronach – Gives you +150 Magicka and 50% Spell Absorption. However, you’ll be unable to regenerate Magicka over time. You’ll need to rely on absorbing spells and using consumables. As an alternative to this, The Mage works too. It’s only +50 Magicka but it has no downsides.
With this setup, you mainly want to focus on leveling Heavy Armor as quickly as possible, as it will reduce the effect armor has on your encumbrance. This skill levels up as you take damage while wearing Heavy Armor.
To help you with your tanking, you’ll mainly rely on Alteration and Conjuration. Alteration allows you to buff yourself with Feather and Shield spells, primarily. As for Conjuration, you’ll use it to summon minions that will draw enemies’ attention. This splits up enemies’ attention and how much damage you take.
Aside from your Major Skills, you’ll also want to make good use of the Illusion spell school. It will give you access to powerful control abilities, such as Paralyze and Silence. As, for equipment, any Heavy Armor and Sword will do. Enchant it with effects you want and you’re set.
