Under RISE with SAP, licence consumption is driven by what your roles permit, not by what your users actually do. Those two numbers drift apart quietly, year after year, and nothing in normal operations pulls them back together. In one live system the authorization figure was 182 FUE against the 20 that active usage justified.
If a measurement has come back above your entitlement, the encouraging part is that the cause is usually a handful of authorization values sitting in a handful of roles. Closing it is weeks of work, not a role redesign programme, and most users never notice.
The less encouraging part is that the window to act is shorter than the invoice suggests.
