SAP HANA Cloud Expands Availability on SAP Sovereign Cloud — What It Means for Regulated Customers

In the September 2026 edition of What’s New in SAP HANA Cloud, we announced availability in two new SAP Sovereign Cloud regions, released during the Q3 2026 timeframe. With this expansion, SAP HANA Cloud is now available across the Five-Eyes countries, Europe/Germany, and India, addressing customer demand for digital sovereignty in additional geographies.

This blog highlights two significant milestones: the new availability in Europe/Germany and the new FedRAMP certification at SAP NS2 in the United States with SAP NS2. 

Now Available to Highly Regulated European Customers

Europe/Germany is the first deployment of SAP Sovereign Cloud in Europe. It brings SAP’s sovereign solutions to organizations with elevated regulatory and security requirements — those that typically cannot adopt SAP’s public cloud offering. SAP HANA Cloud is among the solutions available in this landscape at launch.

A Fully Sovereign, SAP-Owned Foundation

The Europe/Germany deployment runs on SAP Cloud Infrastructure, an Infrastructure-as-a-Service (IaaS) platform developed by SAP and based on open-source technologies. By owning and operating every layer — from infrastructure to application — SAP enables sovereignty across the full technology stack.

Key characteristics include:

  • Independent from third-party cloud providers: The environment runs on SAP’s own infrastructure.
  • A sovereign region of SAP Cloud Infrastructure: The region is hosted in SAP-owned data centers in Walldorf and St. Leon-Rot. In June 2026, SAP received Authorization to Use from the German Federal Office for Information Security (BSI) to process information classified as VS-NfD (“Restricted — For Official Use Only”) on SAP Cloud Infrastructure in these data centers.
  • Data residency in Germany: All data, including telemetry, remains in Germany.
  • Local operations: Administration and maintenance are handled by security-cleared personnel based in Germany.
  • A locally hosted control plane: The control plane remains within the region, supporting technical sovereignty.
  • A European legal entity: The service is provided by SAP SE.

Together, these characteristics give highly regulated European organizations a way to adopt SAP HANA Cloud while meeting their sovereignty, security, and compliance requirements.

Now Ready for Adoption by U.S. Federal Civilian Agencies

SAP HANA Cloud at SAP NS2 has achieved FedRAMP Moderate certification and is now available to U.S. federal civilian agencies through the SAP NS2 Government Cloud.

This U.S.-based cloud environment, delivered by SAP NS2,  meets stringent U.S. security and compliance requirements. It runs on AWS GovCloud, is managed exclusively by U.S. citizens, and all operations and data are restricted to U.S. soil.

SAP HANA Cloud has been generally available at SAP NS2 since 2025, serving commercial customers in regulated industries, such as Defense Industrial Base (DIB) and utility providers. The FedRAMP certification now extends access to U.S. federal civilian agencies seeking to build secure, compliant, data-driven applications.
